Alvaro Flores is an aviation and ISR program leader and aerospace consultant with more than 30 years of experience across military, government, and contractor-operated aviation programs in the United States, Europe, the Middle East, and Latin America.
He began his career enlisted in the U.S. Army as a 67S1P OH-58D(R) helicopter mechanic with the 82nd Airborne Division, rising to Sergeant and serving as a Quality Control Inspector, Technical Inspector, and Loadmaster. Selected for Warrant Officer Candidacy and flight school at Fort Rucker, Alabama, he flew the UH-60A/L Black Hawk across 22 years on active duty (1995–2017), retiring as a Chief Warrant Officer Four (CW4), triple-tracking careers as a bilingual Instructor Pilot at Fort Rucker, Tactical Operations Officer/AMSO, and Maintenance Test Pilot. His service included combat deployments to Iraq (Operation Iraqi Freedom) and Afghanistan (Operation Enduring Freedom), among others, and he was awarded the U.S. Army Aviation Association's Silver Order of St. Michael.
Following his military career, he spent 8 years (2018–2026) as a Station Manager and Program Manager, most recently as Program Manager for AIRTEC's Basler BT-67 MPA ISR program in Panama under U.S. Southern Command. He previously served as Station Manager in Rota, Spain with Versar Global Solutions, and led the U.S. Department of State's INL/A Aviation program in Bogotá, Colombia for PAE and Amentum — work that included close coordination with the Department of Defense and U.S. embassies across Central and South America. He was recognized with the ARL Bolivar SG-SST Safety Award (2023) for his safety leadership during this period.
He holds a Master's in Diplomacy with an International Commerce Emphasis from Norwich University, graduating summa cum laude, a Bachelor of Science in Aeronautical Aviation Studies from Excelsior College, and completed the Professional Certificate in Applied Project Management from Villanova University. He holds an FAA Airframe & Powerplant (A&P) License, an FAA Commercial Pilot license (Rotary Wing), and an FAA Private Pilot license (Fixed Wing), and is fluent in both English and Spanish.
